Law Enforcement Guidelines

Information for government and law enforcement agencies requesting data from Dear Nobody.

Dear Nobody is an anonymous letter-writing platform operated by Intelliquinte L.L.C. These guidelines explain what information we collect, what we can provide in response to legal process, and how to submit valid requests.

1. Platform Overview

Dear Nobody allows users to anonymously submit personal letters, confessions, and stories without creating accounts or providing identifying information. Key features:

  • No accounts required — Users do not register, create accounts, or provide emails
  • No IP logging — We do not store IP addresses in our database
  • Encrypted content — Submission content is encrypted at rest using ECDH-P256/AES-GCM
  • Privacy by design — Our architecture intentionally minimizes data collection
Important: Due to our privacy-focused design, we have limited ability to identify users or provide personal information. We can only provide what we actually collect.

2. Data We Collect (and Don't Collect)

  • Submission content (encrypted)
  • Public ID (visible identifier for published submissions)
  • Private ID hash (one-way hash; actual ID is never stored)
  • Submission timestamp
  • Content type and category
  • Consent records (publishing, research, marketing permissions)
  • Moderation actions and history
  • Optional pseudonym provided by the user

Data We DO NOT Collect

  • IP addresses — Not stored in our database
  • Email addresses — Not required or collected
  • Names or identity — Users are anonymous
  • Device fingerprints — Not collected
  • Location data — Not collected
  • Browser history — Not tracked
  • Cookies for tracking — Not used
Critical Limitation: Because we do not collect IP addresses, email addresses, or account information, we cannot identify the author of any submission. Even with valid legal process, we cannot provide information we do not possess.

4. Legal Process Requirements

4.1 U.S. Legal Process

We respond to valid legal process from U.S. law enforcement and government agencies:

Subpoena (Civil or Grand Jury)

  • We will provide non-content records (timestamps, IDs, consent records, moderation history)
  • May be served by email, mail, or fax

Court Order (18 U.S.C. § 2703(d) or equivalent)

  • Required for content disclosure and Private ID hashes
  • Must include specific and articulable facts showing relevance to investigation

Search Warrant

  • Required for real-time interception (though we have limited capability given our architecture)
  • Must be signed by a judge and specify the information sought

4.2 Requirements for All Requests

All legal process must include:

  • Agency name and case number
  • Name, badge number, and contact information of requesting officer
  • Specific information requested
  • Specific submission ID(s) or date ranges
  • Legal authority for the request
  • Statement of relevance to investigation

5. Emergency Disclosure Requests

Under 18 U.S.C. § 2702(b)(8), we may disclose information without legal process when we believe in good faith that an emergency involving danger of death or serious physical injury requires immediate disclosure.

Emergency Request Requirements

  • Must be submitted by a law enforcement officer
  • Must describe the nature of the emergency
  • Must explain why the information is necessary to address the emergency
  • Must specify the information requested
  • Must include officer name, agency, badge number, and direct contact information
Response Time: We will evaluate emergency requests as quickly as possible, typically within hours. However, given our limited data collection, we may have little useful information to provide.

6. International Requests

Dear Nobody is operated by Intelliquinte L.L.C. in the United States. We respond to international law enforcement requests as follows:

MLAT Requests

We respond to requests made through valid Mutual Legal Assistance Treaty (MLAT) processes. MLAT requests should be processed through the U.S. Department of Justice, Office of International Affairs.

Direct Foreign Requests

We generally cannot respond to direct requests from foreign law enforcement agencies unless:

  • Made through proper MLAT channels
  • Accompanied by a valid U.S. court order
  • An emergency involving imminent danger of death or serious physical injury

GDPR & EU Requests

For EU law enforcement agencies, we recommend proceeding through MLAT channels. For GDPR-related requests from data protection authorities, contact support@dearnobody.org.

7. Preservation Requests

We will preserve records for 90 days in response to valid preservation requests pending service of formal legal process (18 U.S.C. § 2703(f)).

Preservation Request Requirements

  • Must be on official agency letterhead
  • Must identify specific submission ID(s) or date ranges
  • Must include requesting officer's name, badge number, and contact information
  • Must cite the legal authority (18 U.S.C. § 2703(f))

Preservation requests can be extended once for an additional 90 days upon request. After 180 days total, formal legal process is required.

8. CSAM & Mandatory Reporting

In accordance with 18 U.S.C. § 2258A, we report apparent child sexual abuse material (CSAM) to the National Center for Missing & Exploited Children (NCMEC).

Our Reporting Process

  • All suspected CSAM is reported to NCMEC within 24 hours of discovery
  • We preserve content and metadata as evidence
  • We do not notify users when making these reports
  • We cooperate fully with NCMEC and law enforcement investigations

NCMEC Reports

Law enforcement agencies investigating CSAM should obtain records of our NCMEC reports through NCMEC's Law Enforcement Services (LES) portal.

9. How to Submit Requests

10. Response Timeline
